What level is this qualification and who is the regulator?

 

The FireQual Level 3 Certificate in Foundation Fire Risk Assessment is accredited by Ofqual and is listed on the Regulated Qualifications Framework (RQF) at Level 3.

It is also available in Scotland as the FireQual Certificate in Foundation Fire Risk Assessment at SCQF Level 6, accredited by SQA Accreditation.

The content, learning outcomes and assessments are equivalent across both versions. Both qualifications are recognised across the UK.

Who is this qualification suitable for?

 

This is an entry-level qualification designed for: 

  • Individuals beginning their career as a Fire Risk Assessor, possibly working under supervision.

  • Employees taking on fire safety responsibilities within their organisation (e.g., Responsible Persons / Duty Holders)

  • Apprentices or trainees undertaking a fire risk assessment pathway.

  • People transferring into the fire safety sector from another profession.

  • Consultants or in-house staff seeking to evidence competence at Foundation level as set out in BS 8674:2025.

What does the qualification cover?

 

On completion, candidates will be able to competently carry out Foundation-level Fire Risk Assessments in buildings or premises categorised as low to moderate risk. You will gain the skills and knowledge to:

  • Understand and apply relevant fire safety legislation and standards.

  • Plan and undertake Fire Risk Assessments using recognised methods.

  • Identify hazards, ignition sources and intolerable risks – and recommend proportionate measures to control them.

  • Assess how building design, construction, materials, active and passive fire protection, and maintenance contribute to fire safety.

  • Evaluate existing Fire Risk Assessments reports and create clear, accurate reports and action plans.

  • Understand human behaviour in fire situations, including evacuation requirements for people with specific needs.

No formal prerequisites, but candidates should have suitable literacy, numeracy, and communication skills, and access to appropriate premises/equipment for assessment.

Ofqual FireQual Level 4 Certificate in Intermediate Fire Risk Assessment (RQF)
SQA Acredditation SCQF Level 7 equivalent.

 

  • Successful completion provides direct progression to the FireQual Level 3 Certificate in Intermediate Fire Risk Assessment (RQF), or in Scotland, to the SCQF Level 7 equivalent.

  • It also acts as a gateway to broader fire safety learning and development, supporting competence growth towards Advanced Fire Risk Assessor status.
